Welcome to the Threat Convergence Journal. This unique electronic journal is a product of the Center for the Study of Threat Convergence at The Fund for Peace. It includes analysis from leading thinkers and practitioners in the fields of nonproliferation of weapons of mass destruction (WMD), terrorism, and fragile environments, and emphasizes policy-oriented analysis that can enable the US and the international community to develop a cohesive and integrated approach to nuclear terrorism.

The inaugural issue features two contributions. First, Libby Turpen, a nonproliferation expert who is currently an Associate with Booz Allen Hamilton, argues that the nuclear nonproliferation community must approach nuclear security and materials lockdown from the perspective of technology, materials, and knowledge governance. In doing so, it is essential to learn from the development community’s experience in providing assistance and capacity-building in a sustainable and holistic manner. Next, Dr. James Forest, a counterterrorism expert with the University of Massachusetts Lowell, explores the often misapplied term, ‘ungoverned spaces,’ in the context of security threats and examines the implications for counterterrorism and nonproliferation policies.
